Well its even worse for those who are working or studying away from home.
You used to be able to register at both your home address and your temporary address (provided of course you didnt actually vote twice) and the government abolished this a few years ago.
Other groups of disenfranchised citizens include
1) Those who turn 18 between the register being compiled and election day
2) Those who move house between the register being compiled and election day
3) Those who move in/out of the state between the register being compiled and election day
