Making a substance illegal does nothing to keep it out of the hands of those who want it. All it does is jail those caught with it.
Strict enforcement will not keep it out of the hands of those who want it, but I think that an age limit should be set. (Realizing in advance it will have no effect.)
The point is, that governments spend BILLIONS each year combating the flow of drugs and all it does is drive both the demand and the prices up.
