Further Education in the UK
Education in the UK, after the age of 16, has two phases Further (FE) and Higher (HE).

Further Education (FE) courses are offered at NVQ levels 1-3 in schools/colleges.

To enter Higher Education (HE), you have to follow a progression route obtaining qualifications such as A levels.
HE courses are offered at NVQ levels four and five in universities and colleges of HE.
