"Positive" Discrimination -a contradiction in terms

I agree that many of the problems faced by the "Travelling" community are (at least pertially) self-inflicted but I dont think that "positive discrimination" is the answer. If it is only a minority who are giving the "travellers" a bad name then they have to shown that they cant use the fact that they are "travelers" to get away with it. As for "positive" discrimination well I dont see how the solution to a problem discrimination lies in MORE discrimination. Surely this only serves to increace the resentment against the "travellers" by the "settled" community and this is where the vicious circule effect is happening.
