If it's sticklebacks you are talking about they are pretty tolerant of pollution - usually the last ones to survive long after trout and other native fish are gone.

I think modern kids have little or no interest in being outdoors - and/or perhaps their parents are afraid to let them out and supervise them at every turn. Given a choice between fishing and playing on their Xbox or Nintendo I'm guessing it's virtual pinkeens they'll be after! The little sticklebacks or minnows in the rivers are safe from youngster predators.
