I wonder if your question related to Liam Lyon's photo of a 'penal cottage'? I don't know if small windows were a result of Penal Laws or if windows were taxed. I remember hearing about a doctor in Castlebar from whose bag, according to several posters, babies came, whose comment about a local house was " it has small protestant windows".
