I remember the story well. The story is supposed to be a west of Ireland story. Interestingly, the National Film Board of Canada produced an animated film of this story, but changed O'Leary to O'Neary, so it clearly has put down roots in Newfoundland and the Maritimes. The National Film Boards description of the story is as follows:-

Abstract
There's a "silver lining in every cloud" as Donald O'Neary turns every misfortune his two neighbors can engineer into gold coins. Against the background of the Irish countryside, the customary "rich but dumb" characters meet their match in the "poor but crafty" hero. The story introduces the student to our rich multicultural background through the exploration of folklore of one of the peoples that make up Canada's cultural mosaic.
