The seimhu was in fact in ancient Irish a 'h'. However, the monks transcribing the sacred texts onto vellum had to economise where possible so the 'h' was written in small letters over the relevant governing letter e.g a chaipin. Eventually, through usage, the small h became a dot. The more it changes........
