To qualify for an affordable housing unit, applicants must be in a position to prove that their income would not be adequate to meet the payments on a mortgage for the purchase of a home, to meet their accommodation needs, because the repayments on the mortgage would exceed 35 per cent of their annual income, net of income tax and pay related social insurance. The Council would like to emphasis that no upper income limit applies to applicants for affordable housing under Part V. Prevailing property prices in the area, interest rates and net income will determine eligibility. Housing units will be allocated in accordance with a points scheme adopted by the Council under Section 98 of the Planning & Development Act 2000. It is expected that the affordable house prices will be in the range of €100,000 to €125,000 depending on unit size and location.
