More likely 1911 was the first full census. The recent ones won't be available on line due to privacy issues. One of the reasons the census works is that people are promised total privacy.

But presumably they will release them approx 90 to 100 years in arrears after most are long dead and gone. It's a bit like the cabinet papers - released 30 years after the events but event they are not as sensitive as census data.
