Question about Castlebar's Memorial for Flu victims

I was looking at the memorial in Castlebar for victims of the flu pandemic of 1918, across from the Fire Station when I noticed that someone had cleared out the land, directly behind the memorial. What's going on here? It's too slopped for any houses to be built on but I thought that this is the exact place, where the victims were buried?? Can anyone shed any light on this matter?
